Evelynn E (Whiplash)

This isn't the first time I've noticed an issue with this ability. I don't know if it's just the empowered E or the E in general, but it fails to do damage and still connects. I understand interrupts and such, but I don't think this ability is working as intended.

Has anyone else seen this? I've read multiple posts with this kind of interaction happening. If it's working as intended, then the ability is just clunky and needs to be further investigated.
