No exp for jungle clears glitch (help)

I cleared blue side, in a game i just played, and i was still only half way through lvl 2. after my second complete clear of the jungle a few minutes later I was only lvl 5. I am not the best jungler in the world but i have jungled enough to know that is not right. I forgot smite, did they do something to that? idk what was wrong.

on a side note do we know what the specific references are in the new SG skins? specifically shyv?
