[Gameplay] Hunter's Items in Practice Tool

This is honestly pretty minor, considering I found a work around for it as well, but here it goes.

If you afk in a practice tool game and then restart the game the hunter's items will not be purchasable, citing "must have smite" regardless of whether you have the summoner spell or not.

1. Create a practice mode game with any champion
2. Wait 3 minutes to be flagged with an AFK warning
3. Restart the game with the restart mechanic
4. Open shop

This happened when I made a practice game then alt+tabbed to mess around with my OBS settings. I spent 3+ minutes looking at scene switcher options, and testing settings. When I was done I wanted to do a test clear of the jungle so I reset and couldn't buy the items. Further testing revealed this only occurs if you don't open the shop prior to restarting, and can be remedied by buying and item and then restarting again. Still it can happen regardless of champion and seems to occur any time you restart immediately after being given an afk warning.
