The queen of not reseting

I have had this happen to me only once, but i have seen someone else encounter this bug. I think it occurs if you use Kat's ult just as the champion that you're ulting dies, it will reset your basic spells, but not your ult (have the max cd). After that, you cannot back, use your q or ult, and the only way i found to fix it, is to kill yourself
