[Gameplay] blinking of multiple things while in game.

Ever since about 2 days ago my scoreboard, mini map, HUD, and Shop will always be blinking or flickering. Not sure what caused the problem. I tried changing resolutions, going back to default settings, and uninstalling and reinstalling (which didn't take that long surprisingly). Now I am out of ideas.

OK now it works fine in windowed mode but not full screen or borderless. Any ideas on what the issue is?
