Rerolling Champion Shards

I already own all of the champions, but when I rerolled for Camille, I got a galio permanent shard. Either it's a bug, or that is just a sick joke. I thought it would give you a random champ, so if I have no other champions, I can just reroll 3 and get the new champ. If there was a change made this patch, I am terribly sorry for wasting your time. But if there is a bug or something, I feel like I got cheated.
