Glitch or does Riot hate us?

I queued up for a ranked game earlier today and I had the honor of first pick for the red side. I picked simultaneously with our adc, and once we had locked and it went back to the enemy team to pick my internet dropped out. I tried quickly to fix it, but once I realized it was on my host's end, I exited the match. I would say I spent about 30s before disconnecting since I didn't want to risk starting the game.

Sure enough, I logged on just now and found that I had a defeat in which I went 0/0/0 and my team surrendered at 20. How is it that if you disconnect during champion select the game doesn't automatically disband? More importantly, how can Riot actually let a glitch like this go unfixed? I feel bad for my 4 teammates that lost lp because of it, and I also am pissed that instead of losing 3 lp for a dodge I get -23 for a loss.
