[Client] Can't spectate two games in a row without restarting a client

Steps to reproduce:

1. Spectate a friend's game.
2. Close the client.
3. There are two buttons: "Reconnect" and "Quit", press "Quit".

Now "Spectate" option is greyed out for everybody. This bug was introduced in patch 7.11.

Also "Recently played" section on social panel doesn't update itself until client restart, can be related.
