Missions not available for Rotating Game Mode queue?

Won a game of Doombots 17/3/22 as Brand and didn't unlock the 15kda mission. I know it's not a normal game where you can get the Nexus but you still get a Victory screen and it takes place on Summoner's Rift. Was it intentional for this kind of mission to not be eligible for this queue?
