Is this a bug or bad luck?

This might be because of the new champion is a top laner so everyone is wanting top, but since Ornn's release I almost never seem to get the position I want draft pick. Which is top lane. I in draft I always get my secondary or autofilled. At first I thought it's just bad luck, but it's been going on for days now, and I've only been top 3 or 4 times. Is this a bug, or am I did I somehow tick off lady luck?
