Champion shards from loot boxes

I own all of the champs and I keep getting champion skin shards from hextech boxes. Don't know if it is a bug or by design but if it's by design seems kind of lame honestly.

I have 2 questions bro ?

  1. do yoy got all champions shards that are in loot or ready champions ready to play

  2. did u opened more than 15 chests since begining of loot system (u said u had 100% chance to loot champ skin)item 3694

It's there so you can use them to upgrade mastery, and you can reroll three to get the new champion without having to pay IP for them. It's the same that you can receive skin shards for skins that you already own
