[GAMEPLAY] Karthus's first tick of E does not stack tear of the godess

If I toggle karthu's E on and off quickly, it certainly expands mana, but does not stack tear (which is supposed to stack on mana expenditure). This happens every time. If I leave E on for a while it does stack tear, so bug is probably related to first tick of E
