I've noticed that when Blazed enemies turn that the burn visual effect flares up for maybe a quarter of a second and goes back down. It kinda hurts my eyes, to be honest.
Not sure if this is present on other Brand skins currently.
Here is a picture of the bug. It flickers between this and the normal particle.
I have now tried every Catalyst driver released in the past year and the issue happens on all of them. I then tried playing without any driver and the issue didn't happen. That's not an acceptable solution however as without a driver my fps drops from almost 400 at 1920 x 1080 to 13 at 1024 x 768. Please look into this Riot, I have stopped playing Brand because of this bug. I recorded a video of the bug:

I'm having the same issue as well. Sometimes it goes super crazy and appears all over the screen. It's VERY annoying and pretty disappointing after spending 1850 RP on a skin. I also get weird effects with Akali and Katarina's Q's.
update your graphics drivers
I've tried both the newest stable drivers and newest beta drivers and neither one fixes the problem. My graphics card is an AMD Radeon HD 7970 GHz Edition.
New patch today, issue still not fixed or acknowledged.
