Can't spectate, can't see game timer on friends.

This didn't happen until the old client was removed. I've been on the new client pretty much since it first went beta. Specate button is greyed out on all my friends. When I see someone in the game and hover my mouse to check how long the game has been going/what type they're playing, nothing ever pops up. Anyone have these issues?
