So I just read this Ask Riot. The full quote is this:

You want Exhaust to be part of my strategy, not just a default option.
So how about Flash then? Flash has been THE dominant summoner spell for years. I've heard people try to throw reasons of why this should be so, such as:
-The game is built around it! (you don't have to remove it, just nerf it in some way so it ISN'T picked 99% of the time) -It's balanced because everyone can take it! (Do I really need to explain this logical fallacy?) -It's perfectly fine! (Then why is it picked 99% of the time?)
Look, I'm not saying i want to see Flash nerfed to the ground. It is an awesome spell that can make you feel awesome. But when I see other spells such as Exhaust nerfed, and their follow up reasoning is it's the "summoner spell of choice"...that's a blatant lie. Flash is the summoner spell of choice, it's been that way since Season 1. For those of you who were around back then, Ghost USED to be the go to spell, but then they nerfed it...and people realized how good Flash is, and it's been this way ever since.
Am I the only one who sees the issue with this? I'd like to see all the spells picked fairly equally, not have flash+1 every game on every champion.
