Can't edit runes during champ select

I was in champ select, and when i tried to click the edit runes button, the outline would pop up, but nothing else.

Same thing happens to me. Its really frustrating. Im able to change to a different rune page already created but i cant go in to edit them. The outline with the exit button is the only thing that shows.
