[Gameplay] Rakan E mana bug

Rakan’s E recast cannot be used if he does not have the mana to use the first cast. So sometimes when I use my E I can’t use E again because I went low on mana despite the fact that the recast costs no mana. This can be detrimental with your E-W-E combo since you often dive with the expectation of being able to dash back out with the recast.
