[CLIENT] Champ Select Summoner Spell Selection
This bug involves selection of summoner spells in champion selection in a Normal Draft pick game. I had my summoners on 
and 
from the previous game, but I was ADC so I went to change my summoner spell to heal, and all of the spells were grayed out. It said I wasn't high enough level to use them, including heal which is unlocked at summoner level one (I'm level 30).
I have not had the bug occur again since, so I am unsure how to reproduce it. I believe I had locked in Draven at that point but I'm not sure if that has anything to do with it. I'll include a screenshot I took of it.
