My game keeps dissconneting during rank

Well I was in Q for a rank and in my promos, but during champ select my game disconnects. I check my promos and it counted as a loss. So does this mean players that dc during champ select allowed to get punished? I mean now I feel I can't play any games because I can get punished for not even getting the chance to play.
