Remake didn't come up despite 2 afks. why did that happen?

As you can see garen and shyv weren't playing the game at all. Garen only bought his items then dced at 1 minute, while shyv never even entered the game. If it didn't go off for garen, it should definitel have gone off for shyv, so why didn't it?

Any key event that might have prevented it is that at 3 minutes, ez and i got a triple but i thought that feature was removed and kills don't affect the ability to remake. I typed /remake too but it never came up nor did the automatic remake come up either (i don't know to show chat logs so can't prove this unfortunately). viktor wasn't having any of it and left the game at 10 minutes leaving me and ez left and we just opened the game up.

I may not get the lp back but i want this looked at to prevent any failed remake coming in the future
