I can't buy a champion

I decided to make a new account, however when I went to buy Soraka, it said I didn't have enough IP, or the purchase could not be made at this time. I was level 4 and had enough IP to buy her. What gives?

A few people are seeing this problem. Does re-logging fix it for you? That seemed to work for other people.
