(Edited because I miss worded a lot of it) I went to view the Pulse Fire skin For Ezreal and when I did it actually bought it, I don't know if it was the location of my mouse or what, but it bought it. When I first made my account I did not know there was a limit on refunds (this was around 2012) and I used them all. My question is could I get a refund or not?

You need to submit a ticket to Riot Support. If it hasn't happened a lot on your account, typically they're pretty helpful if you're nice. Give it a try.
