[Gameplay] Garen's Judgement no long Crits

I'm not registering any critical attacks with Garen's Judgement. I'm using Steel Legion Garen skin on normal Summoner's Rift. I'm not seeing any crit animations to indicate that I'm critically striking, and the damage isn't as rand0m as I'd expect it to be with a critical chance. I get the same damage over the same monsters so I know that something's not exactly correct. I keep getting constant 300 dmg at level 3 rank Judgment.
