Client has to reload entirely multiple times for it to load the whole thing

Don't why, but my client is acting weird for the last few patches. When I log in, the mission button doesn't load in, and the client has to reload from the beginning entirely to load the button. Then the loot button doesn't load, so it has to reload AGAIN. Then it finally loads in. All the while having about 5 FPS in Low Spec Mode. Yes, I've used the Hextech Repair Tool and the bug still persists. It's really annoying that I login and I can't actually do anything with the client for the first minute and a half.
