Unfixed Bug Appears on Live NA Server

About 6 months ago, I posted a bug on the PBE https://gyazo.com/0a36f2421b4833df1cfb7ec508911384 that had no proof about the bug's existence, so the post was downvoted. I now have proof from the NA server https://gyazo.com/65b07cec7b2986f8a7c77dae5efa5ebc of this bug that was ignored and never got fixed. Constantly trying to level up a skill at level one will cause one of the options to get stuck on the screen until the ability it got stuck on is leveled again.
