I use a Mac, and for the past few games in Customs, Normal 5v5, and in an ARAM, the colors to choose which chroma you want to use are faded and cannot be selected. Is this a bug? or have they been fully implemented yet?

Chromas aren't actually activated yet. Look for an announcement on leagueoflegends.com or in the client!
Heyo! Just echoing that Riot Baconhawk is indeed right about chromas not being activated yet on Live.
However, if you're seeing the color swatches for Chromas on Champion Select, I'm assuming that you're playing on PBE. Is this correct? If you are playing on PBE, did you have the chromas purchased already? Sorry for the questions, just wanna see if I can get some more details here in case there is a bug lurking about. :] Thanks!
