In-Game Spawning glitch

After a loading error that crashed my client i had to reconnect and load back in, i loaded in with all the other players (not by myself) however after entering game no one spawned in, as seen in the picture i waited a decent while, i did not have access to anything but trinkets in the shop, could not move or even use ability however i could still upgrade them. the issue was resolved by reconnecting. It should be noted that i could still ping and use chat, no minions or champions spawned.
