Player report for trolling and throwing

Firstly why does reporting players do nothing, i am almost sure even posting like this is worthless however i am willing to try it. The players name is (Removed cause rules but I still have the name) and I was stuck with them for an aram match at around 5:51 3/1/16 They rolled anivia and spent the entire game using their walls to block allies from either escaping chasing or picking up health, this resulted in many deaths and all the while the player harassed us laughing about how fun the game was and how reporting does nothing (and it doesn't) They also took all the health when they were full mana and health,

Im just praying someone at riot cares enough about their game that they actually do something, as it stands being banned from trolling is nearly impossible no matter what you do
