Surrender Vote Artifact [GAMEPLAY][CRASH]

Description: What is this? Yet another reason that the surrender vote pop-up needs to go! I just had a game where the surrender vote pop-up remained for the duration of the game!

Steps that created the bug:

1. Have your team start a surrender vote.
2. Have a teammates vote "YES" (now the surrender vote pop-up should display two yes votes).
3. Place your "NO" vote, but before your vote appears in the pop-up disconnect from the game server (you should now see an "Attempting to Reconnect" message and your client should say that you voted "NO" to the surrender, but your vote will not be displayed on the pop-up).
4. Have the rest of your teammates finish the surrender vote.
5. Become reconnected to the game.

Congratulations! You now have a permanent surrender vote pop-up on your game screen that shows two "YES" votes but says that you voted "NO". Ugh!
