Still A Long-Time Bug.... No Smart Pings In Chat, please fix ASAP

So its been about 2-3 months players have been having issues of smart pings not showing up in chat, such as "on my way", "retreat", "Assist me". These notifications in chat allows us to see an importance piece of information; "who is trying to communicate with the team? "

I am a jungler main, and I have a higher win-rate than a normal jungler at my elo, due to my heavy utilization of the smart ping system. Teammates can read when I am trying to gank for them, which helps both of us. Since this bug appeared I have noticed a few things:

1. The gank-receiving teammate is not responding to the ganks as normal, never getting a hit in on the enemy. (~33% reduction in response rate) OR
2. The gank-receiving teammate shows more hesitation, than normal, in initiating a fight with the enemy player prior to the gank. (~40% reduction in baiting fights)
