[Gameplay] Devourer not granting 10% CDR

I was playing the Dark Horse Jungle Irelia, and being an Irelia main, I noticed that my spells felt like they were longer than usual. I usually get Zephyr or Frozen Heart, so I can feel the CDR difference on her abilities. So I checked the Champion window and lo and behold. there was no CDR, even though the Devourer enchantment on the jungle item says it gives 10%. I've included a screenshot showing the missing cooldown reduction. I haven't tried it with different jungle items like poacher's etc. so I don't know if it's devourer exclusive or if it's missing across the board.
