Passive: Overclock!!

Saya has a unique resource called Static.

Saya's basic attacks and abilities generate static when they strike enemies. Once she reaches maximum (100) static, her next ability activates the hextech drive to overclock her systems, granting her 25% increased bonus AD, makes her abilities more effective for 10 seconds, and grants her access to Crash The Mode. After the 10 seconds, Saya's systems must take time to cool and she may no longer generate static for the next 10 seconds. Her static decays slowly after 5 seconds out of combat.

Q: Hextech Overdrive

Cooldown: 10/9/8/7/6

Saya activates her Hextech greaves' speed enhancement systems, granting her a burst of (15%/20%/30%/35%/40%) movement speed for 2 seconds. Her next auto attack within 5 seconds is a hextech empowered kick, dealing (30/60/90/120/150 + 50% bonus AD) bonus physical damage. The ability does not go on cooldown until the attack is applied.

While overclocked, the movespeed boost is increased to (30%/45%/60%/75%/90%) for 3 seconds, and her next auto attack within 5 seconds will apply a small interrupt (like Quinn's E) as well as the bonus physical damage.

W: Leap of Justice

Cooldown: 20/18/16/14/12

Range: 450

Saya's hextech greaves rocket her upwards to target location. When she lands, she deals (50/60/70/80/90 + 20% bonus AD) physical damage in a small area and if she hits an enemy, she gains a static shield that blocks up to (50/75/100/125/150+ 50% bonus AD) damage for up to 3 seconds.

If Saya gets a kill or assist while Overclocked, the shield is reapplied instantly and the cooldown is reduced to 5 seconds if it is longer at that time.

E: Stomping Shockwave

Cooldown: 11/10/9/8/7

Range: 300 Unit Radius

Saya stomps the ground with her hextech greaves, sending a small shockwave from her location dealing (50/100/150/200/250 +20% bonus AD + 70% AP) physical damage and slowing all enemies caught in the shockwave by (50%/55%/60%/65%/70%) for 1.5 seconds. This skill does not interrupt Saya’s movement.

While Overclocked, Saya may recast this ability up to 3 seconds after using it, applying 50% of the damage and reapplying the slow. The cooldown starts from the initial cast.

R: Crash The Mode

Cooldown: 90/75/60

Range: 800

Can only be activated while Overclocked

Consumes all Remaining static

Saya expends her remaining static to unleash a flurry 4 of powerful kicks in a cone for 2 seconds, dealing 20/80/140(+75% total AD) physical damage with each kick. At the end of her assault, she unleashes a powerful roundhouse kick, knocking back all enemies in the area and dealing 50/150/250(+75% bonus AD) +10% of their missing health as physical damage. She may reactivate the ability early to immediately apply the knockback.

Saya is meant to be an agile fighter, running around a fight and choosing the opportune moment to kick her enemies' teeth in. She does this through use of her Q, Hextech Overdrive. It's a short duration, short cooldown burst of speed that allows her to get where she needs to go quickly. This is her main tool she uses to get in and out of a fight. Once she's ready to engage, she leaps in with a shield of justice so she can brawl and show that evil marksman she means business.

Overclocking is very important to her effectiveness, as all of her abilities gain extra effects, as well as granting her access to her powerful ultimate, Crash The Mode. Choosing when to ult is always important, but doubly so for her as once she does, all her static is gone for the next 10 seconds, and she isn't nearly as effective in this state. Proper management of her static is very important, because if you Overclock at the wrong time, you may open yourself up to getting caught later and getting dunked.

She is very mobile, but using her mobility spells to escape come at a cost. Running away with Q effectively lengthens the cooldown, and using her leap to get away results in not receiving the shield, so that last tick of ignite might still make her first blood.

Ideally, Saya's goal in a fight is to generate enough static to Overclock her systems and make her way to the back line so she can kick the enemy back line into your team. However, if a fight goes south, she may choose to use her ultimate as a quick escape for her team if timed properly. This option is not always available however, as she must be Overclocked to use her ultimate.

Saya thrives on longer team fights. The longer they last, the stronger she becomes. As such, she really likes tanky items such as Randuin's Omen, Sunfire Cape, and Spirit Visage. Her boots of choice are Swiftness boots or Mercury's Treads, because if she gets CC'd or slowed, it really puts a damper on her mood.Though, as a fighter, she needs damage, and with great AD scaling comes great responsibility. High attack damage items such as Bloodthirster and Ravenous Hydra are great for her, especially since they help her survive fights. Since she deals exclusively physical damage, Armor Penetration is very important, so a Last Whisper and The Black Cleaver will go a long way towards making sure she stays relevant in fights. Ghostblade could have been made for her, granting many stats she loves and a juicy active to enhance her already mobile nature.

In the jungle, while her clear speed would be subpar due to her lack of an attack speed steroid and low base attack speed, her ganks could be powerful. Between her shockwave slow, the speed boost from overdrive and her short leap, she can be very difficult to escape.

Also, she kicks for her basic attacks. Not sure if that was clear. She kicks all the things.

Lore:

If one has the ability to run, then they know true freedom. That is always what Saya thought as a child. Life in the orphanage was rough, so she’d spend most of her days running through the plains of Ionia, or wherever her feet took her. As Saya spent the days adventuring, her twin sister, Taeya, spent her days staying inside the orphanage with her nose in a book; Piltover’s Advanced Hextech Sciences to be precise. Saya never understood Taeya’s love for technology. Saya thought it was an insult to the Balance most Ionian’s believed in. But she would come to understand the importance of science, in time.

One day, Saya’s feet took her to the sacred Ionian waterfall that came from a cave on the side of a huge rocky mountain. Saya looked on in awe at the spectacle of the water falling so beautifully into the river. When her eyes traveled up to the cave that was the source of the waterfall, she saw a curious green glow at the entrance. Wanting to know the source of the glow, she decided to climb the mountain and make her way into the cave.

Though the way was slippery, Saya was able to make it into the cave without falling. The green glow came from deeper in the cave than Saya initially thought. Saya heard voices as she walked into the cave. She came to a corner and decided to peek around it to find out who the voices belonged to. There were three men, all dressed in strange armor that looked foreign to Saya. One of the men was ordering the rest to quicken their pace. They hurriedly placed strange boxes with ticking numbers on the walls of the cave. One of the men accidentally dropped a box on the ground, and suddenly the cave lit up with a green blaze of fire, blasting apart the mountain. The explosion sent Saya flying out of the cave and into the river below. Pieces of the mountain crashed down into the river. Before she could make for shore, the boulders landed on her legs, trapping her underwater.

Despite the pain she felt, Saya tried to break free. She tried to pull her legs from the rubble, but to no avail. She could not breathe, and darkness began to approach her at the edges of her vision. I’m trapped, she thought. Saya was on the cusp of losing consciousness when she saw a blue blur dive into the water. That was the last thing she saw that day.

Saya awoke lying in a hospital bed. Her sister was at her bedside, with a solemn look on her face. Taeya hugged Saya tightly, relieved her sister finally woke up.

Taeya pulled away from Saya with tears in her eyes, and began to explain to her what happened with a shaky voice. The people Saya saw in the cave were from Zaun, and were destroying the mountain to find some sort of special crystal that was supposed to be found deep inside it. None of them survived the blast, and Saya nearly drowned were it not from the quick response from the Kinkou ninja, Shen. Taeya then began to sob. Saya did not understand why her sister was still crying. Saya asked what was wrong. The only response Taeya could muster was a point of the finger. Saya looked where her sister was pointing, and her heart sank. She tore the sheet from the bed.

Saya ceased to exist below the thigh. There was nothing there. All that was there was two stubs wrapped in bloody bandages. Saya shouted in anguish and tears streamed down her face. Hatred swelled inside her. Hatred for the people that caused the explosion. Hatred for herself for climbing that mountain. Hatred for Balance which she felt had been a lie all along. She was taught that everything must be equal. For every action there was an equal but opposing action, she thought. At least that’s what she used to think, before her legs were taken from her with no recompense.

For years after the accident, Saya was distant and cold, dwelling inwardly on her terrible loss of freedom. Taeya understood, but still missed the high-spirited Saya she used to know. Taeya decided to read more and more books from piltover. Eventually, after years of studying, Taeya was given the opportunity to work at a University in Piltover. She jumped at the chance, and Saya came with her.

It was only a month before Taeya completed her first project. She brought her sister to the university where she unveiled it to Saya and the entire scientific community. She called it “Greaves of Odyssey: Hextech of Automated Maneuverability.” To demonstrate, she wheeled her sister to the center of the lab, and attached the metal contraptions to Saya’s stubs.

“Here is your freedom,” Taeya said as she finished the attachment process. “Stand up.”

Saya pushed herself from her wheelchair, and the legs began to whirr and click as they adjusted to her weight. Soon, Saya was looking Taeya eye to eye for the first time in years. Saya began to cry, not for anguish, but for joy. Everyone in the lab cheered as Saya began to walk again for the first time.

Noxus began to invade Ionia, and a war began. Taeya took her sciences back to Ionia, thinking she could help with the warfront. Saya stayed in piltover, to get her bearings and for the remaining scientists to make improvements on her new legs. They spent a lot of time with Saya, so they understood her desire to run. They made enhancements, making the legs more powerful, and eventually adding an overclocking system, allowing her to run at even higher speeds than she could with her original legs.

Eventually, word came to Piltover about the Noxus/Ionia war, and the fact that the country Zaun was involved. Saya cringed at the name, and hoped for the well being of her sister. Though she hoped, she hoped in vain. Her sister died at the hands of a madman who used a concoction of chemicals to slaughter civilians and non-combat Ionians as well as the soldiers. The war ended soon after, and Saya felt cheated that she could not return home to fight the Zaunites herself. She decided to travel to Zaun to exact revenge for her sister and those lost at the command of Zaun’s evil leaders. She no longer believed in balance. Only justice.

I would rather use heat-system like Rumble and allow Saya to deal formidable damage or utility in that short window instead of 10 seconds whenever she has 100 static

Because

a) Easy to predict, too easy
b) too long duration - almost non-counterable.. if you're unlucky, you'll have to wait 10 seconds before the "danger" is over and you can keep farming ecetera.

So how do you recompense the fact that her clear will go way way down in the mid to late game? If you won't be getting overclocked how will you ult? It'll be hard in solo queue to say "let me attack all these minions i need to get my static up so I can ult again. There should be another way to build up static besides basic attacks, because those get fewer and fewer the later the game progresses.
