Anyone else losing ARAM rerolls, when someone else dodges champ select?

I get into a ARAM Champ Select, I have two rerolls. I use one, someone else dodges the room so it gets unmade. Then when I get back into another ARAM, my reroll isn't back? I know that used to happen cause I played ARAM a lot. Did it change or is this a bug? IF it changed that's terrible.
