Quinn Blind doesn't affect Lucian passive

I'm not entirely sure if his 2nd shot was hitting through or I was just too slow on the blind, but several times throughout the game, especially noticed in a 1v1 at the end, I hit him with blind during Piercing Light, and then he'd aa and I'd only see one hit splat and I'd die. It looked like the 2nd one.
