Won`t let me send my friend RP
If I go into the gifting center, select a friend, select send RP, and then click send RP, it returns me back to the choose recipient screen.

https://support.riotgames.com/hc/en-us/articles/201752964 As you can see in the FAQ, there are some requirements. Do they apply in your case? If the issues persists, contact Player Support and describe the issues with details + screenshots + summoner name of the desired recipient.
