Garen Silence Bug

I play Garen a lot, and for the last 2 weeks or so, his Silence (Q) feels bugged. Whenever I Silence (Q) a target, I am unable to use my spin to win (E). It is not just his Judgement (E). It feels like Garen cannot use his other abilities for up to 1 second after using his Silence (Q). So a typical scenario would be: You press Q, hit a target, and you press E, but Garen will not spin for up to 1 second. So you're spamming your E until he spins. If you try to Silence (Q) a champion, and then use Demacian Justice (R), then it will not go off for up to 2 seconds, during which time you have been spamming R.

An obvious solution would be to buff Garen. ;) Like change the base magic damage on his ultimate to deal true damage, and any bonus damage is still magic damage.
