[GAMEPLAY] A few champion's "w"s have the "toggle effect" around them permanently

I have seen this on a few champions, like Riven and Karma, but sometimes their w ability has the toggle effect, the circle going around the ability, for the entire game, even though it is not a toggle ability. I am unsure what causes this, and it doesn't seem to happen 100% of the time.
