Cannot Issue Move Commands to Locations Obscured by Minimap

Steps To Reproduce:

1. Load into a game
2. Disable "Allow Minimap Movement" under Settings>Interface>Minimap
3. Move your mouse somewhere over your minimap
4. Issue a move command to your mouse's location

Expected Result: Your champion paths towards your mouse's position on-screen (not it's position on the map).

Actual Result: Your champion does nothing.

It's interesting to note that clicking under any other HUD element (abilties, items, champion/rune stats, score/timer, etc) works just fine. Please fix this. Thank you.
