New items default slots

New items cannot have default slots set, particularly support items. We also can no longer set a different slot for passive vs active support items (ie pre vs post upgrade). This is important as in early game many tend to put pots in a slot, then replace them with the warding item when it comes online. If we cannot specify then we have to put the initial item in that slot (once it can be put at all) and the pots have to move to another, less convenient slot. This effects active usage, since some players are only comfortable using certain keys for actives.
