LP gains are still bugged with good winrates.

On my smurf account I am currently 25/13 and still gaining only 17lp. Seems like theres something wrong with the system and no I havent duoed with anyone. I thought one of the goals for ranked this season was to quickly get smurfs to their proper rank but clearly this isnt happening if lp gains are so low.
