Hecarim's R fear slows enemies, same as all other fears. What's different about this one is that it doesn't get reduced by slow resist, while the slow of other fears gets reduced.

AnataBakka1 votesnope. each fear has got its own distinctive slow. Most do a 90% slow but volibear does a 100% to monsters and hecarim and darius are the only ones to have an increasing slow from 0% to 99%.
Same thing for charm, ahri and eve slow for 65%, rakan does for 75%.
WW's slow can be reduced for example. Hecarim's one (maybe because it's 99%) cannot.
