[Gameplay] Syndra sphere-breaking and model-stuttering bugs since 7.10

Since 7.10, Syndra has has an old bug resurge, along with a new bug.
The old bug is the 'Stutter Step' bug. After using her ultimate, Syndra's entire model starts skipping all over the place randomly. If you play with locked screen, this can cause your whole screen to 'lag' and freak out while it tries to match where she's going. Video 1: https://www.youtube.com/watch?v=PE7yToBtosc
The new bug is the 'Moving Phantom Spheres' bug. After Syndra uses her ultimate, any spheres that exist, are manipulated by W, or created by Q, have a chance of relocating themselves near Syndra and cease existing entirely as interactable objects. You can see the spheres there, but her W and E are unable to interact with them. This can happen as quick as the instant a Q creates a sphere and breaks her entire Q+E snap-reaction combo. In terms of severity, the first bug can impact performance (especially to the locked screen players), and the second can directly harm her playability in a post-ultimate world. These bug windows can last multiple seconds--upwards of 10 seconds sometimes--that her spheres can randomly freak out and stop working. I'd generally rate the second one as severe with respect to that. Here's the full bug reports.

Type of Bug: In-Game, Champion
Description: Syndra's ultimate will cause her model to desync from its walking animation, 'stuttering' all over the place near her champion hitbox as if she is stuck on various invisible objects. This effect basically makes her model go a little crazy beyond just being stuck onto objects, and it does look like the game is trying to move her around in very unnatural ways.

- Setup Syndra near a Champion target. 4-5 spheres for her ultimate can suffice, though any stage of her ultimate should work.
- Syndra ults the target and moves around (standard back and forth clicks, or around in circles).
- During/after her ultimate, she should 'stutter' around, moving in unnatural, jerky motions as if stuck on various objects.
**Reproduction rate: **7/10. This is reliable enough it should be encountered every game at some stage. **Other Notes: **In the distant past I've spoken with RiotKateyKhaos about Syndra's desynchronized movement issues. Some patch work was done on resolving it, but she's consistently had internal basic movement problems for essentially her entire existence. Large parts of it were resolved within the last year, though the intermittent 'stutter step' and 'stuck to terrain and desync from the server' issues remain fairly consistent in their regularity.

Type of Bug: In-Game, Champion
Description: Syndra's ultimate will, for some reason, cause newly spawned spheres from Q (or even the ultimate itself) to move around. The spheres physically do not exist at their new locations, as W or E cannot interact with them in the slightest.

Steps to reproduce:
- Setup Syndra near an enemy Champion.
- Fire her ultimate with any number of dark spheres on that enemy champion.
- Walk around, create new dark spheres.
- If successful, spheres will move of their own accord to new locations (often near the base of Syndra's model).
Reproduction rate: 7/10. This is reliable enough it should be encountered every game at some stage. Other Notes: Boy is it spooky watching your own spheres chase your ass down.
