can't move vel'koz ult

I\ve found numerous times that when I cast vel'koz's ult- Life Form Disintegration Ray, sometimes, the ult will just not move no matter how much I move my cursor and it will just stay in place. I'm sure vel players will be able to confirm this.

About 80% of the time it will move but that other 20% is unluckiness.

While we're at it, there's also another rare bug with his ult. I believe if you cast skills in quick succession leading to his ult then try to cast his ult, it'll auto-cancel.

But please fix the bug where his ult won't move. Sometimes kills get away cuz of it :<
