couldnt chat in teambuilder for a while

So i was in a teambuilder lobby, and was in it for about 2 minutes. got a jungler (last spot we needed) and was gonna type yay, but then the chatbox turned red and said i am not allowed to chat. i didnt say anything for that 2 minutes so i wasnt spamming. then it let me talk, i said one thing, and was banned again.
