Queue Dodge Loophole

I was duo queuing. They queued the games, not me. When I needed to go, I tried to tell them. But the queued. Game pops up, I can't talk to them. I decline. I try to tell them. They requeue and I have to decline again. Third time I get my message across BUT they queue up anyway. And I have to decline a 3rd time. This leaves me with a full queue dodge penalty. Minus LP, 30 Minute queue....

I can only assume this is an oversight. I'M NOT THE ONE QUEUING. I have no control over whether someone queue's me up and unless I exit the game and "dodge" anyway, I can't break the cycle. It's not acceptable to me that this is how it worked out. I'm responsible about queuing. I queue, I play. I can't play, I don't queue. My daughter wanted to play, and she's two, and so I stopped queuing. Because I wasn't the one with control of the queue and had limited ways of dealing with that then I got a dodge penalty.

I just can't fathom why this is OK.
