I know Sylas loves to steal ults...

But is Sylas allowed to steal Kalista's Black Spear when no Kalista is in the game? I can understand if he gets it in a game where Kalista is on the enemy team and he would need it to be able to use Kalista ult properly. But why is it possible for him to obtain it when no Kalista is on the other team? Seems really odd to me. I did go and look to see that this isn't the first time that such a thing has happened.
