Same issue here. I got a level 3 unit with 3 combined items, and a tier 3 unit with 3 combined items and neither seems to complete the quest. I hope it doesn't have to be a level 3, tier 3 unit with 3 combined items.

Same here, had a 3star trist with 3 items. Next game 3 star kindred with 3 items... so nope it doesn't matter what level the unit is. Quite frustrating
