Shared Pool of champions doesn't appear to be working

Because there's always 2-4 people building Shojin Pyke per match and they appear to have no trouble getting Pyke to 2 stars. Shouldn't multiple players collecting the same champion have difficulty finding those cards if there is a shared pool?

Meanwhile no one is building Elise or Blitzcrank yet I still have difficulty getting those cards in the slot machine.
