Blitzcrank Combo Bug? Targeting in General

Blitzcrank's move description says he pulls enemies then knocks them up but often he pulls then runs to another enemy and knocks them up. I don't think this is necessarily a problem with Blitz. I've noticed that my champs will simply change targets on a whim sometimes.
