Possible Hail of Blades (Keystone) Bug?

Hi all,

Was doing some testing with hail of blades and noticed something odd, both against a test dummy and a lucian bot.

Attacks against both targets started Hail of blades and continued for 3 attacks. No problems there.

The problem was with the cool down. Despite continuing to auto attack either the dummy or the lucian, Hail of Blades continued to come off cooldown. This suprised me; tool tip says 8 seconds out of combat with champions so I expected to see the cooldown (8 seconds) reset every time I continued to attack the champion/dummy. This did not happen.

Am I missing something? Was the ability changed but the tool tip not updated?
